Introduction
#

Transparency is a cornerstone of democratic governance. One of the most important tools through which governments communicate policy decisions and administrative actions is the Government Order (GO).

In Telangana, Government Orders are published through the official GO portal:

However, an analysis of the data available on the portal reveals a dramatic decline in the number of Government Orders published over the past decade.

This raises an important public question:

Are all Government Orders being published online as required under proactive disclosure norms?

The data reveals a striking pattern:

  • Peak publication year: 2015 with 21,702 Government Orders
  • 2025: Only 2,109 GOs
  • This represents a 90% decline from the peak
  • In 2026, only 307 GOs had been published as of March 11.

Such a steep drop raises questions about the availability of government decisions in the public domain.


Why Government Orders Matter

Government Orders are critical administrative instruments that:

  • Implement public policies
  • Approve government schemes
  • Allocate funds
  • Issue administrative directions
  • Define procedures and regulations

Without access to Government Orders, citizens cannot effectively monitor how public decisions are being made.


Transparency and the RTI Act

Under Section 4 of the Right to Information Act, 2005, governments are required to proactively disclose important information so citizens need not file RTI applications for basic records.

Publishing Government Orders online is a key part of this obligation.

If Government Orders are not consistently published, it can lead to:

  4. Is the government fully complying with Section 4 of the RTI Act?

These questions deserve serious attention.
